CO.10.01        Resolution on Parking

Whereas,         The University has recently implemented a salary-based system of parking rates with a salary cap provision that has resulted in a dramatic revenue shortfall for the Parking Department;

Whereas,         Senate resolution CO.08.01, approved on February 25, 2008, called for assembling a committee with wide campus representation to develop comprehensive parking policies which
                        ·     address faculty concerns about salary-based rates and investigate the feasibility of price differentiated parking,
                        ·     are consistent with plans underway to enhance safety by reducing vehicular traffic on campus,
                        ·     optimize the use of parking space,
                        ·     promote green transportation,
                        ·     give consideration to expansion in parking services,

Whereas,         This Parking System Review Committee issued their report on January 30, 2009 (available here) with a number of short and long-term recommendations, and in which a key conclusion is the only way to solve the long term revenue shortfall for the Parking Department is to eliminate the salary-based rate.

Be it resolved by the Senate of the University of Illinois at Urbana-Champaign that:

                        The campus adopt all of the recommendations of the Parking System Review Committee.  However, as the salary-based system is eliminated there should be an appropriate transitional period to mitigate a disproportionate increase for some members of the university community.
