SP.05.08 Annual Report for 2004-2005

Thirteen items were considered by the Committee on University Statutes and Senate Procedures (USSP) this year, of which four were held over from previous years and one is this report. As of the date of writing this report (prior to the April 25, 2005 meeting of the Senate), the status of these items is as follows:
A. Items passed by the Senate.
SP.04.03 Revisions to the Statutes, Articles IX and X, to provide optional multi-year contracts, and related dismissal procedures, for certain academic staff
USSP proposed revisions to the Statutes to provide for multi-year contracts for certain non-tenure-track academic staff not currently eligible for contracts longer than one year and to establish appropriate dismissal and notice of non-renewal procedures for persons holding such multi-year contracts. The Senate approved the proposal on February 14, 2005.
SP.05.01 2004-2005 Urbana-Champaign Senate Membership
This report to the organizational meeting listed the elected members of the new Senate. It was adopted by the new Senate on April 19, 2004.
SP.05.03 Revisions to the Bylaws, Part D.3(a) and (b) – Committee on Admissions and Part D.8(b) – Committee on Educational Policy
USSP proposed revisions to the Bylaws to amend the description of the Committee on Admissions and Committee on Educational Policy to reflect the change in the title of the Director of Admissions and Records to Associate Provost for Enrollment Managements. The Senate approved the proposal on November 1, 2004.
SP.05.04 Revision to the Bylaws, Part D.10(b) – Committee on Faculty Benefits
USSP proposed revision to the Bylaws to amend the description of the Committee on Faculty Benefits to reflect the change in the title of the Vice-Chancellor for Administration and Human Resources to Associate Vice President for Human Resources. The Senate approved the proposal on November 1, 2004.
SP.05.06 Revision to the Bylaws, Part E.2(c) – Faculty Advisory Committee, Nomination Deadline
The Statutes require each campus senate to set the deadline each year for filing nominations for the Faculty Advisory Committee. To obviate the need for the Senate Executive Committee to submit a deadline to the Senate each year, USSP proposed codifying in the Bylaws the standing practice whereby the Senate Clerk consults with the Faculty Advisory Committee in determining this deadline. The Senate approved the proposal on March 28, 2005.

SP.05.02 Faculty and Student Electorate and Senator Distribution
This report provided a statistical analysis of the membership of the new Senate. It was reported to the organizational meeting on April 19, 2004.

SP.01.04 Proposed Revisions to the Statutes, Article XIII, Section 8.a – General Provisions, Amendments
This proposal will codify the procedure for amending the Statutes. Presently, the University Senates Conference has a variety of ways to handle disagreements amongst the three senates. This proposal will insure that all disagreements are handled in the same fashion.
SP.05.07 Revision to the Statutes, Article IX, Section 11
The UIUC Council of Academic Professionals asked the Senate Executive Committee to clarify the employment policies applicable to academic professionals (APs) who work at the University Administration level. USSP is working with the Senate Committee on General University Policy on a proposal which would revise the Statutes so that employment policies for those APs shall be those of the campus at which their principal office is located.

SP.05.09 Appointment of 2005-06 Senate Parliamentarians
This has been accomplished. The parliamentarians are Ken Andersen and George Friedman.
E. Items to be carried over to 2005-2006.
SP.99.06 Editorial Revisions to the Bylaws
In April of 1998, USSP presented to the Senate editorial changes and updates of the Statutes. In an effort to make all Senate documents uniform, USSP will review the Bylaws. At the same time, USSP will check for gender-neutral language throughout the Bylaws.
SP.02.06 Revision to the Standing Rules, Section 11 – Election of a Senate Council Member from the Committee on the University Senates Conference
The Report of the ad hoc Committee on the Implementation of the Report of the Fifth Senate Review Commission recommended that the nine University Senates Conference representatives from UIUC elect their own representative to the Senate Executive Committee. USSP continues to discuss this recommendation.
SP.05.05 Revision to the Bylaws, Part E.1(c)3 – Athletic Board, Membership
This revision will reflect the change in student government. The USSP student members are working on agreement by the student government.
