MINUTES
URBANA-CHAMPAIGN SENATE MEETING
September 25, 2000

A special meeting of the Urbana-Champaign Senate was called to order at 3:10 p.m., in 112 Gregory Hall, with Provost Richard Herman presiding in the absence of Chancellor Michael Aiken.

SENATE COUNCIL REPORT
Senator Robert Rich (LAW), Chair of Senate Council, reminded all voting senators to pick up their ballots and meeting packets at the check-in table in the lobby.

Rich announced that the following senators have agreed to serve as tellers: Wes Seitz (ACES), Fred Davidson (LAS), and Oscar Biondolillo (CBA).

CHANCELLOR'S REMARKS
The Provost had no remarks.

QUESTIONS/DISCUSSION
There were none.

PROPOSALS FOR ACTION
09/25/00-01 Provost Herman presented SC.01.03*, Procedures for Selecting a Search Committee to Advise the President on the Selection of a Chancellor. Senate Council Chair Rich explained that these procedures provide for the Senate to elect five faculty members to the committee and for Senate Council to elect the final three. He added that the only change made to these procedures from the informational item presented to Senate on September 18 is that the Dean, Academic Professional, and Non-Academic Employee positions will now be directly elected by the Senate and not selected by the President.

09/25/00-02 By voice vote, SC.01.03 was approved.

09/25/00-03 The Presiding Officer presented for action SC.01.04*/CC.01.03, Nomination for Chair of the Search Committee to Advise the President on the Selection of a Chancellor. Senator Karen Chapman-Novakofski (ACES), Chair of the Committee on Committees, moved approval of the nomination, citing the superb qualifications of Tom Ulen, who holds professorships in the College of Law, the Department of Economics, and the Institute of Government and Public Affairs. There were no floor nominations and nominations were declared closed.

09/25/00-04 By voice vote, the nomination was approved.

Bob Rich introduced Tom Ulen to the assembly; the Senate responded with a round of applause for the task he has agreed to undertake.

09/25/00-05 The Provost presented CC.01.04*, Nominations for Membership on the Search Committee to Advise the President on the Selection of a Chancellor. Senator Chapman-Novakofski moved approval of the slate, after noting that in accord with the Senate Constitution, Article V, Section 11 - faculty may only nominate and vote for faculty members, and students may only nominate and vote for student members to a search committee elected by the Senate.

Senator Tom Anderson (EDUC) nominated Professor Mark Leff for a faculty position on the committee; he submitted Professor Leff's willingness to serve. Senator Jason Lee (GRAD) nominated himself for the graduate/professional student position. There were no further floor nominations and nominations were declared closed.

09/25/00-06 By voice vote, the slate of nominees was approved, as amended.
